Basic Homicide Investigation

Course Description: This course is designed for the newly promoted crime Trooper, Supervisor, and Commanding Officer assigned to a criminal investigation unit within the Department who have not previously attended this training.  The purpose of the course is to provide a framework of general instruction and guidance in homicide investigations through classroom instruction.  The week-long training will walk members through the various stages of a homicide investigation.  Topics included: initial response to the scene, crime scene management, the use of various resources provided by the Department.  Units include: The Criminal Investigation Assessment Unit (CIA), Polygraph Unit, Forensic Service Unit, Computer Crimes Unit, BESO, and the Pennsylvania State police Crime lab.  Other topics discussed include, application of search warrants/court orders, prosecution of homicides, Forensic Pathology.  The training will culminate with a case study to assist with the practical application of the above listed resources.  The course will provide competent instruction, education, and direction for structured, responsible investigations.

Instructional Hours:  5 Days/30 Hours

Instructional Objectives:  At the end of this course of instruction, the student will be able to:

  • Apply sound investigative practices, procedures, and techniques.
  • Properly manage and document a crime scene.
  • Collect evidence in a way that ensures its admissibility in court proceedings.
  •  Work more effectively with the prosecution team.
  • Identify available investigative resources within and outside of your agency.
  • Understand the importance of physical evidence.
  • Understand the resources and capabilities of Pennsylvania State Police Crime Laboratory System.
  • Understand legal aspects of physical evidence in court.
  • Know the importance of the Computer Crime Evidence (Computer Crimes Unit).
  • Criminal Investigation Assessment (CIA Unit/PSP Criminal Investigation Division).
  • Make application for search warrants and court orders.
  • Successfully prosecute homicide investigations.
  • Have a better understanding of Forensic Pathology.

Course Completion Requirements:  Attendance and pass a knowledge check as well as participate in all practical exercises and the case study utilizing the available resources.
