F.O.C.I.S. (Force Or Compliance Interactive Simulator)

Course Description: This course will consist of classroom instruction and computer simulated force option scenarios displayed via large screen projection.  Classroom instruction will include a review of section 508 of the Pennsylvania Crime Code, Department Policies, and considerations for using various force options.  Use of Force topics discussed include decision-making, judgment, functioning under the effects of adrenaline and stress, tunnel vision, mental preparation and conditioning, reaction time, and cover/concealment.  During simulator training immediate feedback is available on judgment, shooting accuracy, use of less lethal and deadly force options, appropriate use of cover, use of verbal command, and speed of response.  Available firearm platforms for the hands-on portion of CO2 operated to provide weapon recoil and include AR-15 and pistol.  Less lethal weapons and tools include Taser, O.C. spray, and flashlight.  To enhance the realism of the training, students should be dressed in their primary duty attire and gun belt.  Plain-clothes officers should have their holsters for primary duty weapon and all carried less lethal weapons and accessories. 

Each course is limited to 8 students. Class size must remain small in order to provide a sufficient number of varied training scenarios per student.  Students shall expect to receive several scenarios that will include compliance, use of less lethal force, and use of deadly force. 

Equipment Needed:

  • Gun belt and keepers (Simulated weapons provided).
  • Primary duty attire and gun belt.  Plainclothes officers should have their holsters for primary duty weapon and all carried less lethal weapons and accessories.

Instructional Hours: 1 Day/8 Hours

Instructional Objectives:  Upon completion of this course, the student will possess the knowledge and skill to utilize verbal commands to gain compliance, and articulate the justification for the use of less lethal and deadly force when applicable.

After completion, the student will be able to:

  • Cite two landmark Supreme Court cases regarding use of force. 
  • Cite the criteria needed to justify the use of deadly force.
  • Demonstrate proficiency in the use of verbal commands. 
  • Demonstrate proficiency in obtaining cover in standing and kneeling positions during scenarios. 
  • Demonstrate proficiency in the us of less lethal force options. 
  • Demonstrate proficiency and sound judgment in the use of deadly force. 
  • Demonstrate proficiency in transitioning through multiple force options. 

Couse Completion Requirements:  Attendance and successfully perform the above listed proficiencies.
