Pennsylvania National Incident-Based Reporting System (NIBRS) Training

Course Description:  This course is designed to have participants learn the offense definitions, business rules, and reporting policies for reporting Uniform Crime Reporting (UCR) National Incident-Based Reporting System (NIBRS) data and state-specific incident-based data to the Pennsylvania Uniform Crime Reporting System (PAUCRS).  This course will include data entry work within the PAUCRS website, as well as cover how to upload data to the site.
Instructional Hours:  2 Days/16 Hours
Instructional Objectives:  At the end of this course, participants should be able to:
  • Properly identify, classify, and score reportable offenses in each incident.
  • Understand advanced business rules that govern specific NIBRS offenses.
  • Accurately report Property information.
  • Accurately report Victim/Offender information.
  • Accurately report Hate Crime and Cargo Theft Data.
  • Accurately report Use of Force and Law Enforcement Officers Killed or Assaulted (LEOKA) Data.
  • Accurately report Human Trafficking and Runaway Data.
  • Accurately report Law Enforcement Officer Employment Data.
  • Accurately report all PA-specific data.
  • Understand how their Records Management Software (RMS) interfaces with the state site.
  • Upload files and incidents to the PAUCRS site.
  • Identify and correct errors in their submitted data via the PAUCRS website.
  • Navigate and access all relevant information on the PAUCRS website.
  • Create advanced ad-hoc reports that are specific to each attendees’ department’s operational or administrative needs.
  • Customize their department’s dashboard and visual appearance of the site to fit their professional or departmental needs. 

Couse Completion Requirements:  Attendance and successful completion of a knowledge check.
